Implement an interactive footer, triggered by a single call to action

Description
A "yes!" link in the footer will trigger the whole footer to slide up (with easing), and our footer menu links revealed. Each set of menu links tagets a particular type of involvement from the user.
The "yes!" link should be supplemented by a tooltip that says something to the effect of "get involved with the project in your own special way"
The footer should be positioned absolutely to the bottom of the browser window, so that it is always visible.
