Description

As an event-creator, I want to be able to specify AM/PM by using either lowercase or capital letters.

The new events manager seems to require entering the time as HH:MM AM/PM (example 06:00 PM; 6:00 PM doesn't register and time is saved as 12:00 AM).

It would be great to have a time picker, which would be easier and would eliminate these problems.
