Description
The 4 CTAs in the footer should link. The link need not be inline, the entire block can link.

these are just core blocks, which don't allow html in the title field. However, a simple workaround is to leave the title blank, and add the 'h2' tag to the block body.
example:
<h2 class="block-title"><a href="/">Come to the next General Assembly</a></h2>
<p>Wednesday, Dec. 12 7:00 PM Liberty Square</p>

This solution works. In the future, we may want to allow content managers to manage content; so, we should keep that in mind.
