Turn off extracted term tagging, review feeds for feed node tagging

Description
Terms extracted from feed item text have frequently been inaccurate or not useful, we should probably turn that feature off for the moment.
Extracted terms do increase the likelihood that feed items are added to some channel for curation.
In order to avoid having untagged items slip through, we should review feed node tagging and attempt to ensure that each feed matches at least one channel tag, and if possible. If not, create a channel for untagged items.

Switched to Common syndication parser w/o term extraction.
Created view to collect current tags, saved to CSV for review (attached).

Filled out http://newswire.occupy.net/feed-node-tag-review a little bit, adding basic tags to feeds that are obviously housing/media, etc..
There are a lot of inactive feeds, which aren't bad in themselves, but inactive feeds can also turn into spam feeds, so we might want a workflow to quarantine their content from the channels but while still watching.
