Created a Feature on the directory site. Copied it over and committed it here, too.

Excellent use case for our own Features Server so that a single feature, like this one, can be updated to multiple sites.

This Feature implements a role called "site developer" which deprecates "administrator". It is the default admin role, and u1 equivalent.
A role called "site administrator" is for site owners to give them some rubber walls.

This workflow was well worn on the directory and established by Senpai.

I have deleted the administrator role on dev, and assigned existing users the new site developer role.
