Bounces not being recognized?

Description
I've noticed that there are zero bounces on the last few newsletters, which seems too good to be true. So I checked the bounces@occupy.net inbox, and the first couple of addresses I checked which bounced - and are in the processed folder - don't have any indication in Civi that they're bouncing:

We are successfully processing unsubscribes and opt-outs, though.

I'm assigning this to Joseph for now, because I'm not sure what to do next, and it looks like nobody's monitoring the unassigned stuff...
Happy to take it back later if I can get some pointers.

- % Done changed from 0 to 20
That last couple of reports are now showing Bounces on the mailings. Perhaps because of the reprocesssing on #612. I'll check back after that's completed.
David, do you know when exactly this seemed to start?

I'm not sure. I know that as of when I filed the tickets, the last few reports - probably at least 3 - had no bounces at all listed.
But every report has had some unsubscribes and opt-outs.

Bounce notifications received today seem to have been processed successfully - for all of the ones I've checked, the emails are on hold in the Civi.
