Phase 2 - multi-instance federation

At the point where we're doing multi-instance tests (i.e., tests of federation technologies) we'll probably need to shift to a build farm model where we provision new VMs as needed from chef which include multiple instances built from the same makefile, plus whatever other standalone intermediary services we need (e.g., PuSH hubs). This'll be when it gets really fun :)
